The application menu is "fixed." Touch scrolling does work in the menu, but it's become a little too easy to accidentally grab an application icon and move it around when trying to touch scroll. On my system, touch scrolling in the widget explorer is not fixed. The only thing it seems to do is just grab a widget icon and attempt to move it around. I cannot touch scroll at all in the widget explorer.
