I've had disabled baloo with `balooctl disable`, rebooted, checked 
> ~/.config/baloofilerc
it says 
> Indexing-Enabled=false

Then run `balooctl enable`:

doesn't change.  The systemd service seems not no be started when invoking
balooctl enable.
