Keep dialogs floating when floating panel is turn on, even when a window is
maximized.
STEPS TO REPRODUCE
1. Turn on floating panel.
2. Maximize a window.
3. Dialogs stop floating.
OBSERVED RESULT
Dialogs stop floating.
EXPECTED RESULT
Dialogs keep floating.
