Wint 24.12.1 it is not working, efects are downloaded to the
AppData\Local\kdenlive\effect-templates
not to correct location:
AppData\Roaming\kdenlive\effects
fast correction of the problem is to use mklink /j effects effect-templates and
copy paste to AppData\Roaming\kdenlive\
