I.e. when I move the mouse over a window in this "unresponsive" state I can see the cursor change form when the "other window" has special elements like input fields (input cursor) or things that can be moved/resized or clicked. For me ALT-Tab (even when there is only one window) works as well to bring the mouse to the currently displayed windows. I can also click the window's entry in the task bar.
