You can set the default keyframe type in the effect keyframe hamburger menu. It
is actually a global setting, so if you set it to discrete any keyframe you
create from that point onwards is of type discrete. Unfortunately, the keyframe
type icon is still showing linear in the effect panel hence the setting is not
immediately visible. But it changes once you set the first keyframe.
Please confirm that this works for you and then close the bug report.
