This is an issue with the under-the-hood implementation, which is unfortunately
outside of KDE's control.
If the implementation you're using is tuned (which I know Fedora uses by
default now, dunno about Manjaro), then it's a known bug which will be fixed
with https://github.com/redhat-performance/tuned/pull/732.
If the implementation you're using is power-profiles-daemon, then the issue is
in the device firmware shipped by your hardware vendor.
