Another, perhaps simpler use case: Plasma is set up with American English
settings for all entries in Region & Language. I then right-click the digital
clock applet, choose "Set Time Format" and it launches the Region & Language
KCM. I expect that changing "Time" there will then update the time format in
the digital clock applet since it's what launched the KCM in the first place,
but nothing happens until Plasma is restarted.
