In my estimation, the reason for the lack of progress is that it is not "strictly" a bug. It is potentially a bug, or potentially a breaking UI change. If you believe ESC should be AC, this is a bug, and the fix is a single remap, and 1 documentation update. Fairly trivial. If you believe ESC should be C, this is a UI wish, requiring 4 new keyboard mapping overrides, and also several new documentation sections.
