SUMMARY
Windows 9x application theme looks funny at 100%, with one of the tabs having
it's border outright missing.

STEPS TO REPRODUCE
1. Go to Appearance & Style > Colors & Themes > Application Style

OBSERVED RESULT
The selected tab has it's border missing.

EXPECTED RESULT
The selected tab should have it's border

SOFTWARE/OS VERSIONS
(available in the Info Center app, or by running `kinfo` in a terminal window)
