This is still a problem for me with:
KDE Neon 6.2/24.04/X11
Plasma: 6.2.4
Frameworks: 6.9.0
Qt: 6.8.1
Kernel: 6.9.3-76060903-generic (64-bit)
Graphics: Mesa Intel® Graphics, Intel Corporation Raptor Lake-S UHD Graphics

I see similar issues to Maks Verver in that other KDE processes go to 3-8% CPU
such as all Akonadi processes, KMail, kded6, Konversation, etc. All these
processes sit at 0% CPU when screen isn't locked.
This happens with the internal display (laptop) or external display over HDMI.
For the record, the external display is an LG 32UG650K
