SUMMARY

One of my systems is an aging haswell laptop, so it is not too speedy. Yet it
is still totally OK for use with KDE. However, there is one thing that could
definitely be better. I like to set my system so that on login the applications
that were open at logout are restored, and I very much appreciated seeing this
functionality recently ported to Wayland sessions. However, there is an
annoyance with it. Applications appear to be restored /before/ plasma is fully
launched. When the session restore comprises applications that are slow to
start on my machine (notably thunderbird), the system remains for a long time
with a black screen and no bottom panel which gives the impression that
something is broken. This impression is only worsened when the applications
start to appear, but still with no bottom panel.

IMHO, the order of things should be the opposite. First the plasma shell should
be fully launched, so that its visual elements can get in place in the shortest
possible time. Then, when the main elements of the desktop are in place, the
application restore should happen 

STEPS TO REPRODUCE
1. Login to KDE
2. Activate "Session Restore, on login launch apps that were open on system
logout"
3. Open some applications, including some "heavy" ones such as thunderbird
4. Logout
5. Login again

OBSERVED RESULT

On login, the screen remains black for a relatively long time (a significant
time for a machine with a spinning HD!). Then the applications start to appear,
but still with no plasma desktop elements. Only later on, the desktop elements
and background appear and the applications become manageable.

EXPECTED RESULT

On login, the plasma shell should start as rapidly as possible, then the
application restore should begin.
