Security depends on the foundation of the system being good.

Low level is the place to be able to choose to trust or not trust an input
device.
A captcha to verify that the keyboard isn't just a script inputter is a great
idea.    This feature may be off by default, but truely, any device being added
needs to be vetted.   So maybe that portion is higher level than this
particular feature, but this feature is the place to have the interface to deal
with it...  any new keyboard plugged in should be limited, and the interface
that deals with removing the limit on it is part of the keyboard configuration.
