SUMMARY
The network error popups "Network Error: Pending retry" which show up when
there are network problems cover messages at the bottom and the textfield
making it  difficult to read them and write new messages

STEPS TO REPRODUCE
1. Open some Chat
2. Cause some network issues (e.g. disable/disconnect WIFI/LAN, switch VPN)

OBSERVED RESULT
Several popups appear at the bottom of the chat window (in addition to the
error bar at the top). They cover the newest/lowest messages the textfield for
composing new messages

EXPECTED RESULT
The popups should either a) not appear as the error bar at the top is already
sufficient, or b) appear in a place where they do not cover important content
(e.g. the top, as it is often possible to scroll further up but not necessarily
down).

ADDITIONAL INFORMATION
Clicking on the popups to dismiss them also does not work because it seems like
often there are dozens of popups queued or new ones appear quicker than I can
dismiss the popups.
