Thank you Boudhayan - yes deleting ~/.config/khotkeysrc does fix this. It
seems to be a leftover of KDE4 configs that is not cleaned up after updating to
plasma. Presumably starting a clean new user will not generate this issue - and
perhaps for anyone who did not use the kprintscreen hotkey in KDE4 this might
not arise. I will mark this bug as closed with "wontfix". It would still be
useful for users to know this issue has a simply resolution.
