You could use the Terminal to make a symbolic link, e.g., if you type cd /Application\ Docs/Programming/Jupyter/jupyter_tutorial/; ln -s / root in the terminal, you'll see a new folder called root from the Jupyter file browser, and if you click on that, you'll be at the root of your filesystem.
