with   "jupyter labextension install @jupyter-widgets/jupyterlab-manager" , 
it works. 
 
npm did install its things in "C:\Users\[my 
profile]\AppData\Roaming\npm-cache".

Do you know how to define a better place, (that can be moved) , that both 
npm and jupyterlab-manager would follow ?
