CPU utilization on DPDK Applications (like vMX) is not a good way of 
representing utilization.  vMX uses Poll mode drivers which consume all of the 
CPU cycles on a given thread whether there is 1 packet or 4 million.
If you are looking to link utilization, packet or bps I/O is better.
