OSGeo https://www.osgeo.org/ should have had a similar project (U remember
I used their tif files to test the epsg reader in OJ some years ago).
Regarding CRS
 a) Geotiff should include also a CRS tag.

b) Non Geitiff. The crs should be included into the .aux.XML sidecar file. (
http://paesaggio.regione.puglia.it/PPTR_2013_07/3_Atlante%20del%20Patrimonio/3.2_Tavole/3.2.1_L'idrogeomorfologia.jpg.aux.xml)
which works with jpg o PNG in OJ. Not with geotiff as interferes with
statistic dara reader, included into the same file. Not yet solved for OJ
