I hope nobody feels offended that I think that QGIS needs to be considered too, main reason for this is available 24/7 support. But - to say: OpenJUMP still is much stronger in editing data than QGIS.. But for creating maps, definitively QGIS.

Maybe another option is to recommend QGIS as well... it is very well adopted by Swiss Cantons and has plenty of support companies.
