I have 3 questions related to the changes you made to load plugins
in the case of the popupMenu attached to AttributeTab.

In ticket #403, I describe a regression in the plugins behaviour. I have 
investigated without success.
Please, if you have a hint, let me know.

In AttributeTab, I think code around lines 540-600 is no more used and 
could be removed (does
not solve anything, just to be clearer about how plugins are initialized)

Currently, it seems that plugins loaded in AttributeTab are exactly the 
same for AttributeTable and
InfoViewer. I think it would make sense to have separate plugin sets.
For example, a plugin to remove a feature from a table without deleting 
it, would make sense in
the context of InfoViewer but not in the context of AttributeTable (may 
be solved with EnableCheck
too).
