There is a topocolour plugin for QGIS but it is not listed for the current QGIS
version so perhaps it does not work at the moment. A manual, source code and

Not that I know,
Jukka has already suggested such a plugin on this list about one year ago,
but as far as I know, nobody implemented it yet.
