Hi Paul,
Sorry for the late answer.
I have no experience with this plugin which is a bit old,
but as far as I can see, it gives access to a special menu
to configure the SDE database connection.
It does not use the same framework as the PostGIS plugin
but adds a icon (SDE Query) to create a dedicated connection.
Here is a screenshot I made with a recent version of OpenJUMP
(> 1.6.3).
