I uploaded a beta version of a new csv driver : csv-driver-0.6 beta.jar

This is a complete rewrite of my old txt driver.
It should be more flexible and currently includes
- an auto-mode able to guess the structure of most character delimited
files (including pirol formatted files)
- a set-options mode where the user has to set the file structure to
help the driver to read the file correctly
- a writer with only a few options
I've not yet implemented anything to read csvt files from OGR, but tried
to make the driver
flexible enough to make it possible.

It is quite difficult to make such a driver robust and it is in its
early stage.
