I think I never used it.
Seems to me that making it undoable is quite expensive (in terms of memory)
Other solutions are
- add a confirmation dialog (if some people make use of it) (vote +1 )
- remove it (vote 0)

A third solution is in Layer menu (something like clear layer or empty 
layer)
