there is code different in featureinstaller regarding the popup menu. to see if 
a extension is loaded you have to check the Help->About->Extensions dialog.
you should see that the extension loads in all versions. but in nb versions 
before 21.3.2011 the plugin is limited to the >Tools->Edit geometry menu.

i tested with 1.4.0.3 and latest nb both work as described above.
