OK, I found a dataset that easily reproduces what I think is Benjamin's
mouse wheel zoom redraw anomaly.  What seems to be happening is that in
areas where vector redraw takes a few seconds or more, multiple mouse wheel
zooms, separated by more that .7 seconds, do not allow the screen to repaint
enough to have a new updated image to scale, so the previous zoom's image is
getting used.  Multiple mouse wheel movements within the .7 second window
will all get rolled into one "real" zoom, otherwise the stored image
continues to be scaled.

I wasn't able to find a code solution to the rather nasty timing problem,
but for the relatively rare cases where it happens, you can work around it
by waiting for a complete redraw before initiating another series of mouse
wheel zooms.  If it really bugs you, just use the left click and right click
or drag zoom, and there is always the scale bar.  If this isn't acceptable,
I suppose I could put in a method to select the old mouse wheel zoom method.
