yes it could work.
However, it would be good to know first if you want to stay independent 
from OpenJUMP (since it is GPL) and really use your own GUI. Becasue OJ 
has a couple of nice API GUI functions - so, if it is simple stuff it 
may be better to start with OpenJUMP directly and also checking out how 
  the OJ Database Plugins are done (source code should be in the jar 
files that you download - but rename them to a "zip").

one of the additional gui libraries that is already used in OJ is 
buoy.jar  (http://buoy.sourceforge.net/)

I don't think that BlueJ would make a difference. Not sure if anyboday 
of us ever used it. However, most of the starter docon our wiki was 
written for Eclipse.
