Landon,
 
When I was working on the boundary and street network files we published input 
templates for our gml files.
I just noticed that the input template works for input, but doesn't work for 
output, so I'm not
sure if I know how an output template is supposed to behave.
 
Anyway, they're accessible from here, and they come zipped up with the gml 
version of the files

Is anyone willing to share a GML input and output template with me?
I'm working on some GML related bugs for the next release and this
would give me a head start. If no one wants to share I'll cook up my
own using the info in the user guide.
