I'm not sure what is the best way to improve it, but switching from/to pan/zoom and select with a modifier key seems ok to me. Panning with arrow keys may also be OK, but not as good as with the mouse in my opinion..
Hope we'll get more feedback about this issue as it is mainly a question of feeling and friendlyness of the user interface.
