I have committed the first version of a Plume tool.  I decided that it was
better to keep it separate from any kind of algorithm used to generate
plumes.  This version simply takes a LineString representing the center
track of the plume, and a start and end radius.  It produces a linear
interpolation between the two end circles following the track that is really
just a tapered buffer.
