So assuming that there would be at least one person per project (on average) there is a good core of people. It took me and a few other people a couple of months to run a open and transparent process to invite nominees for the GRASS PSC. We had to approach some of the key players individualy to address some of their concernes and encourage them in the process. In the end most of the key players that were not advocates of joining OSGEO did make an effort as not to stone wall the process. I do not know of anyone who left the GRASS project due to OSGEO membership. Is someone wants to start the process I can help them along the way for getting started. After that I can pass along some contacts from other PSC (project Steering Commitees) members from other OSGEO processes. The formal requirements. According to http://www.osgeo.org/incubator/process/application.html the above human resource survey would give you the answer to number 14. Number 18, might be interesting to explore... But I would assume the OSGEO resources would suffice for hosting. Of the 22 questions they require for the questionaire I don't see any show stoppers. Number 13 (source code audit), this is either tedious, or use a comercial solution to vet the source code..
