So it is not a bug. However, it was not obvious for me that if colour themes are selected then basic styles will not have any effect. Could the tab for basic styles be deactivated somehow if themes are selected? Or perhaps as a minimum solution a warning text on the themes form?

I've considered something similar, but was put off by the complexity of the code. For those of you who haven't studied the code, when you enable color theming, there is code that creates a list of BasicStyle objects with initialized values for color, etc. There is no connection to the BasicStyle on the Rendering tab panel. Colour Theming instantiates BasicStyle objects rather than extending the class.
