I also agree. This is how AutoCAD works and I love it. You'd get dizzy watching me navigate a CAD drawing. :] I would really like our default "navigation" behavior to work for each of the CursorTools. I think this means the mouse listeners need to be registered with the LayerViewPanel, and not with an individual plug-in like the pan tool. but maybe this is too complicated?
