Uwe and others, I have created an Eclipse project just for the I18N property files. This will allow me to easily make updates to these files on the JPP SourceForge SVN repository without commiting changes from other things I am working on.
I quickkly skimmed the file, and it appears that most of the terms and phrases are already in Title Case, which is what we prefer. (I think its what we prefer, at least for English.) I will be making corrections to the file now as I run across English strings in the GUI that have a problem. I imagine this will be an ongoing process. If anyone notices and English string that needs to be changes in the property file please let me know and I will take care of it.
