You can get away with 512MB if you're willing to wait a long time. I think I used 750. The four counties parcel data occupied about 470MB committed memory.
The memory bottleneck during loading is the simultaneous rendering. SkyJUMP currently turns off event firing after the first layer, when loading a project. This speeds up loading considerably.
