I was thinking about this very thing the other day. I'm thinking we
can use the devel list for general discussion, but when it comes down
to making an actual decision about something, like a change to the
core that generates some significant discussion and/or debate or other
administrative issues like wiki organization, then we can send an
e-mail to the development committee list.

As the e-mail traffic increases we may need to split off other lists,
but I think firing up the committee list as you suggested will hold us
over for a year or two. :]

Any comments on this proposition?
