I can speak for the Print/Layout plug-in (and for the WFS plug-in too). They are really developed by and for the community! If we'd wanted to have our thumb on this could have set up our own repository elsewhere with ease (We have our own GForge infrastructure on wald.intevation.de which hosts e.g. deegree's SVN). We only take the lead in the development to bring the plug-ins to life. We would _really_ appreciate it if there were more contributors. This is the way FLOSS works ... by working together!
