The ChangeLog & friends are old, at the wrong place
and not identical to the last one found in CVS.
This do not provide confidence.
Should I do some md5-summing all over the trees?
Have you verified the identity of CVS and SVN
before moving around things and changing the structure?

BTW: Your proposed check-in message are too wordy.
Call sign and date are simply redundant. They come
with the check in.
Action type does not provide any useful
information and can also be reconstruct from
the SVN history. All what matters is the
description. And prefix a description
with "Description: " is a bit redundant too.
When I use the web front end of SVN
I will only see trimmed things like
"Call Sign: The Sunburned Surveyor Action Type: Move Date: 2007-06-13 ..."
in the column of "Last log entry". This relevant
part is missing.
