The PR for GR v0.16.0 hasn't been merged yet - no idea, why. In the 
meantime, please:

Pkg.checkout("GR")
ENV["GRDIR"]=""
Pkg.build("GR")

This should install the latest GR binaries with support for generating 
video content on the fly.
