[julia-users] BinDeps, Windows, and libraries with unclear licenses (NAIF SPICE)

Windows users are very rarely going to have a working build toolchain installed 
that will be compatible with julia. Providing dll's is the only sane path 
forward. If redistribution isn't allowed, try to pursue getting upstream to 
provide a shared library dll alternative for binaries?
