If you install via apt-get, it will be available for all users (like any distro software). If you install the "generic" Linux version, then availability will depend on install location and path configuration.
However, packages will not be globally shared without doing further work -- search for "JULIA_PKGDIR" for previous discussions on the list (I'm not sure how feasible this is right now).
