I've been looking into this recently for a prototype system. Here are some
links that might be relevant if you don't have the time/funding to do all of
the work with the Java->PDF libraries.
HTML Doc -- Mozzilla Public License (free)
Can be used on a webserver through command-line interface {cringe}
http://www.easysw.com/htmldoc/
Active PDF -- I think this requires NT
Has a suite of tools that are used with their ActivePDF server
http://www.active4.com/
Anyone have experience with either of these??
