if you're using it on Blogger site easiest is to use script tag as liam suggests and use Google library to pull it from so no worries about uploads

<script type="text/_javascript_" src="" class="moz-txt-link-rfc2396E" href="http://ajax.googleapis.com/ajax/libs/jquery/1.3.2/jquery.min.js">"http://ajax.googleapis.com/ajax/libs/jquery/1.3.2/jquery.min.js"></script>

Why not simply put the <script src=""> into the template ?

That way, if you need an update, you can test easily and replace easily.
