[jQuery] [tooltip] HTML in the tooltip?

I have a problem where Drupal is outputting HTML that is for the
tooltip.  Any quotes however are ending the "title" attribute and then
just appearing in the page.

Is there a way to show html tags in with attributes in the tooltip?
