Do you mean an embedded "iframe" or an actual "page" containing a frameset with multiple frames?
The iframe shouldn't be a problem. However a frameset page contains multiple pages (from potentially different domains) so no, I don't believe you can "overlay" something over the top of all the frames. That would be a huge security breach.
