[jQuery] how can I add some icons to bitmap

Hello,
   I need advice about jQuery animation. I would like to make
following:

I have some picture (for example some map) and I need to locate (add)
some icons to this picture (map). Could you give me advice how to do
it? I need some plugin or JQuery Core has some useful function for
it?
