Never seen a plugin like that myself. But...
If you were to combine a DnD plugin with the easing plugin, you may be able to get a close approximation.
As an aside (not relevant to your question...), I don't see the point of any such interface. The moment you click/drag the next element the original returns back to it's original location. Granted it does so in a graceful manner. But in terms of adding value to my interface (i.e. making it easier/more intuitive to use my web page/app), this fails miserably. I don't see much more benefit to this than those annoying stars that follow your mouse around. But, I've been wrong before, and I don't know your requirements, so perhaps my view can be changed... :)
