If you do the "Custom Install" for your updates, it will give you the option to check or uncheck the box for IE7 installation.

To allow for this, in Windows XP, go to Control Panel and then select the Automatic Updates link. There, you can deselect "Automatic Updates" and choose one of the less aggressive options. This will give you more control over how and when updates are performed.

I have "Download updates for me, but let me choose when to install them" selected.
