Can I just clarify what you've said? You mean, explicitly define the width of the navigation div and then make sure that width plus padding equals the first ul element?
There are a couple of issues with width that may all be related actually. If you take a look at this page: http://www.clinicnine.com/fine-lines-and-wrinkles.php in FF and IE you'll notice that FF behaves perfectly but IE has a number of problems. "Pop" is one, as is the width of the hover on the submenus.
